Book. Dec ; Long-Term Economic Consequences of Vietnam-Era Conscription: Schooling, Experience and Earnings Long-Term Educational Consequences of Secondary School .   Private school vouchers have been under scrutiny since when the Wisconsin legislature approved the first school voucher program to be established in the Milwaukee School District. The controversial school choice debate continues today as policymakers and researchers grapple over whether school vouchers are a fair and effective solution for parents to transfer their children out of.

Vouchers do not guarantee a student any type of school choice. Rather, they contribute to the monetary means of a family to send their child to a private school if that school accepts the child. Every child counts, yet vouchers only raise the hopes of a select few. Vouchers offer private schools a greater choice than they do the students. Milton Friedman () 1 made the case to keep the public funding but make the provision private through a system of school vouchers. Say that the State spends per student in the public system, then the State can offer each student a school voucher for to spend in the school of their choice.

The National Council on Disability's (NCD) School Vouchers and Students with Disabilities policy paper provides a rationale for assessing the issue of school vouchers, and contains the following major findings: 1) IDEA rights, as a general rule, will not extend to children and youth with disabilities who participate in voucher programs.
